Are wet willies a sign of flirting???

So there is this guy and i think he likes me but i am not 100% sure....so the other day me him and a couple of other people were talking and stuff and he was sitting next to me and all of a sudden he gives me a wet willie!!! At first i didnt know what exactly he did but when i realized what he did i just got up and smacked him and of course he was laughing the whole time!!! Do you thing he likes me??? and is giving someone a wet willie flirting???
