Recycling questions: cigarette s, air filters, food wrappers, bathroom waste?

Our green bin takes paper towells along with leftover food. I'm wondering about the cigarette buts. Wouldn't the tobacco be toxic? What if animals got at it? Would it be safe? Also, if I have just dried my clean hands on a paper towell, I let it dry out and use it again.
