Should we label offenders?

offenders should be label but i think that when a person comes up on a offender list it should tell you what is was that they did like a offender with a child is wrong & different from one who has had with a 16 or 17 year old with concent & they or the parents got mad just because they broke up & want revenge by putting someone in jail. sorry to ask but are u a offender?
