How to report my shady landlord? I have no heat in my whole apt and its almost december and its deathly cold.?

I moved in in august and i have never had heat in my apartment and its been deathly cold. Ive called peoples gas and they said that if i have cooking gas and hot water they have to look in the boiler room thats locked up like it holds gold in that room. ive called my landlord eeveryother day and he doesnt answer ive emailed him and still noting. i was pregnant but had a miscarrage following me having frequent spats with the flu because i have no heat. HELP ASAP!
