What are the exact specifications on FORMATTING of a mcript?

Double spaced, 12-point Times New Roman, standard margins (I think it's either 1.25 or 1.5 inches--just do whatever the presets on your computer are). I'm not sure about the rest, but hopefully, I helped you out a little.
